Early Childhood Special Education
Early childhood special education (ECSE) services are provided through local school districts and are defined in Section 619 of Part B of the Individuals with Disabilities Education Act (IDEA), which guarantees a free appropriate public education (FAPE) to children with disabilities age three through five. Under this program preschool children who have been identified as having a disability and have been found eligible for special education services are entitled to Special Education and Related Services in the Least Restrictive Environment (LRE). Decisions regarding eligibility, services and placement are made by a multidisciplinary team and identified on the student’s Individual Education Program (IEP).
