Nevada Health Occupations Education

Introduction

In 2003, the U.S. Department of Labor predicts health services-including home healthcare services, hospitals, and offices of health practitioners-will add 2.8 million new jobs by the year 2010. Packham (1999) analyzed data for Nevada and concludes the overall employment in the health services industry in Nevada will increase by approximately 33,230 jobs or 73% through the year 2006.  Industry segments with the largest projected growth are hospitals with a projected growth of 13,350 jobs and physician offices with a projected addition of 7,690 jobs through 2006.

Nevada, as well as other areas of the United States, is experiencing a shortage of registered nurses.  By the end of 2010, Packham (2001) reports 4,000 additional registered nurses will be needed in the Las Vegas region. Approximately 2,500 additional registered nurses will be needed in Las Vegas hospitals alone by the year 2008 (Packham, 2001).

The growth in the healthcare industry is based on several factors:

            Advances in medical care and living conditions have enabled more Americans to live longer than ever before.

            The age group over 85 represents the fastest-growing segment of the population, and this group will need more specialized healthcare for a much longer period of time.

            The rapid advancement in medical technology continues to increase life expectancy and improve the quality of life for the elderly, severely injured, or disabled Americans.

            Healthcare reform, with emphasis on managed care, cost containment, and accessibility has created more careers that focus on preventative healthcare and personal responsibility for health and wellness.

These standards present a framework for students interested in pursuing careers in healthcare.  Each program should provide students with opportunities to explore a variety of healthcareers and make realistic and satisfying career choices.  Whether a student is skilled in scientific research and design, clinical laboratory procedures, written and verbal communication skills, or is skilled in caring for people, career options are available to match these individual interests and abilities.

Mission/Purpose

The mission of Health Occupations Education is to:

            Improve educational standards in Nevada to meet the need for healthcare professionals.

            Orient students to the healthcare industry, trends in healthcare delivery, and the technology that drives healthcare.

            Give students the opportunity to explore diverse healthcareers.

            Assist students to gain marketable entry-level skills by incorporating teamwork, acceptance of cultural differences, and a positive work ethic.

            Integrate technical, academic, and life skills to prepare students for post-secondary education and the healthcare settings.

            Encourage students to promote healthy lifestyle choices.

            Provide opportunities for students to gain an understanding of the healthcare industry as it relates to the individual, family, community, nation, and the world.

Although each health profession is specialized, all share a common core of prerequisite knowledge that when understood fully will be of significant benefit to students, especially those who elect to become health professionals.  Health Occupations Education prepares students for careers related to medicine, nursing, dentistry, and allied health programs.  Students preparing for healthcareers can gain valuable career information and network with other professionals by participating in health occupations programs.  These standards provide students with technical skills, healthcare competencies, and opportunities to obtain the knowledge necessary to satisfy the requirements for entry-level healthcare jobs.

 

Health Occupations Education Standards

These Standards are intended as a template or model for users to apply to meet their specific needs.  These Standards are targeted broadly for healthcare instructors primarily at the entry and technical levels.  As such, they "fill the gap" between generic employability standards and occupation-specific standards in the healthcare industry.

These standards represent content standards, indicating the knowledge and skills that are expected of all healthcare workers.  They also include performance standards, which specify a level of achievement.

Each standard follows a specific format.  The standard consists of three parts:  (1) a brief title describing the skill area or topic covered by the standard, (2) a description of the knowledge and the skill embodied in the standards, and (3) specific applications, i.e., points, to clarify what is meant by the standards statement.  The points are only examples; they are not intended to be an exhaustive listing, but rather to illustrate the standard in a tangible way.

Texas, Iowa, Indiana, Illinois, Florida, California, and others have instituted Health Occupations Standards for their secondary Education programs.  The Health Occupations Standards for Nevada reflect these standards as well as the occupational and educational opportunities within the state of Nevada.

Additionally, the Nevada Writing team has reviewed and incorporated, when possible, the Accountability Criteria for National Healthcare Cluster Foundation Standards and the National Consortium on Health Science and Technology Education.  Also included is a crosswalk to the Nevada Academic Standards.

Health Occupations Standards

Sentinel Event - An unexpected occurrence involving death or serious physical or psychological injury or "risk thereof."  "Risk thereof" includes anything that carries a significant chance of bad outcomes.  Examples include unanticipated death or permanent loss of function, suicide of a patient, infant abduction or discharge to wrong family, surgery on the wrong patient or the wrong body part, serious hemolytic transfusion reaction, intrapartum maternal death and rape.

Informed Consent - A voluntary agreement made by a well-advised and mentally competent patient to be treated or randomized into a research study.  The healthcare provider should provide full disclosure of information regarding the material risks, benefits of the proposed treatment, alternatives, and consequences of no treatment, so that the patient can make an intelligent, or informed choice.

Patient Privacy - In the medical context, the rights of a patient to control the distribution and release of data concerning his or her illness.  This includes information the patient has provided to the healthcare professionals and all additional information contained in the chart, medical records, and laboratory data.  Failure to observe this aspect of a patient's rights is classed as an invasion of privacy.

Alternative/Complementary - The National Cancer Institute, a division of the National Institute of Health, defines complementary medicine as treatments used in addition to treatment by your doctor.  An example is using acupuncture in addition to prescription medication to manage pain.  In contrast, alternative medicine includes treatments used in place of traditional medicine.
