Norm Referenced TestingAs part of the Nevada Proficiency Examination Program (NPEP) and Nevada Revised Statute (NRS) 389.015, Nevada students in grades 4, 7, and 10 are administered a norm-referenced test (NRT) to determine their achievement and proficiency in reading, language, math, and science. A norm-referenced test is a type of test, assessment, or evaluation in which the tested individual is compared to a sample of his or her peers (referred to as a "normative sample"). The term "normative assessment" refers to the process of comparing one test-taker to his or her peers. The primary goal of the Nevada NRT is to provide parents, students, educators, and policymakers with normative data that may be used for evaluating student, school, and district performance. Teachers and administrators will also use test results in planning instructional programs that enhance educational opportunities for Nevada students. Nevada has approximately 640 schools in 17 school districts that are involved in the NRT program. Also included in the NRT program are charter schools, correctional schools, and special schools for designated populations. Montoya at jmontoya@doe.nv.gov IMPORTANT NOTE: The 2007-2008 administration of the ITBS and ITED is in the final administration of the existing contract for the norm-referenced testing program. After this administration, the Nevada Department of Education will be entering into a new contract with either Riverside Publishing or another test publisher, as determined by the Request for Proposal (RFP) evaluation process. As a part of the new contract, the Nevada Department of Education will be adopting either a newer version of the Iowa Tests or a norm-referenced test from a different company.
